Improving Basic Data Literacy Across the Population

“Improving Basic Data Literacy Across the Population” is a project commissioned by the Ministry of Justice and the Ministry of Digital Affairs and delivered by BCS Koolitus to raise data literacy among Estonia’s residents.

The project aims to help people understand and use data in everyday life and at work: how to collect and assess data, make data-driven decisions, present results clearly, and use artificial intelligence consciously and safely.

The project will be implemented in four phases:
I) refinement of the competency model and target groups;
II) development of curricula, learning materials, and the impact assessment methodology;
III) pilot preparation and outreach;
IV) delivery of pilot trainings. During the pilot, four groups will be formed (each with ~20–30 participants), totaling at least 100 learners.

The competency model is based on the European DIGCOMP framework, which informs the specific skills required by different target groups. Building on this foundation, the course content covers data fundamentals and the data lifecycle, data-driven thinking and decision-making, practical data processing and visualization, responsible use of AI, as well as data protection and cyber-secure behavior. The learning experience includes short videos, hands-on exercises, and self-assessment tests. The e-learning component averages 16 academic hours, with 8 academic hours of instructor-led sessions.

As a result, a comprehensive e-course will be produced for the Digital State Academy, providing practical skills for working with data and supporting data-driven thinking in everyday life and at work.
