On 2018/2019 BCS Koolitus AS and Estonian eGovernance Academy were contracted to develop an In cooperation with the U-LEAD program and BCS Koolitus AS, an e-learning concept and methodology for Ukrainian local government was created to implement the decentralization program of Ukrainian local governments, which was piloted in two key areas: e-health and strategic communication.
In addition to the development of methodology and study materials, a detailed analysis of the current situation of the authorities’ readiness to switch to e-learning and a list of technical requirements for ordering e-learning environment and materials, process description and procurement documents were prepared for Ukrainian partners.
